LENTERA.PRESS, Makassar – Kesatuan Pemuda Mahasiswa Bergerak (KPMB) Sul-sel secara resmi melayangkan laporan kepada Kejaksaan Tinggi Sulawesi Selatan (Kejati Sulsel) terkait temuan Badan Pemeriksa Keuangan (BPK) Perwakilan Sulsel dalam LKPD kab. Bantaeng T.A. 2023 atas indikasi Penyalahgunaan Wewenang oleh Kepala Dinas Kesehatan Bantaeng. Selasa, 30/12/2025.
Laporan ini merupakan lanjutan dari somasi beberapa pekan sebelumnya yang telah dilayangkan KPMB Sulsel, namun hingga saat ini belum ada tindak lanjut dan pertanggungjawaban yang transparan dan akuntabel dalam bentuk dokumen.
Dalam laporan itu memuat dugaan penyimpangan anggaran Dana Kapitasi JKN sekitar 8,2 Milyar yang telah direalisasikan.
KPMB Sulsel menilai bahwa kondisi tersebut tidak sesuai dengan Peraturan Pemerintah nomor 12 tahun 2019 tentang Pengelolaan Keuangan Daerah pada pasal 124 ayat (1). Menurutnya, program tersebut direalisasikan tanpa dasar hukum.
“Setelah kami menelisik dokumen LHP BPK pada laporan keuangan kab. Bantaeng Tahun 2023, kami anggap salah satu program dinas kesehatan dilaksanakan tanpa kekuatan hukum yang mengikat sehingga berpotensi mencederai supremasi hukum di Indonesia.” Ungkap KPMB Sulsel.
Wakil ketua KPMB Sulsel Riyas Ramadhan, menyebutkan bahwa program tersebut dilaksanakan tanpa mempertimbangkan kebutuhan prioritas masyarakat atas Jaminan Pelayanan Kesehatan yang layak.
“Tindakan yang sewenang-wenang dan direalisasikan secara terburu-buru tanpa memperhatikan asas manfaat dari program tersebut.” Ungkapnya.
Tak hanya soal anggaran, Riyas Ramadhan menegaskan terkait tindakan penyalahgunaan wewenang merupakan salah satu aspek tindak pidana korupsi dalam UU Tipikor (Undang-Undang Nomor 31 Tahun 1999 jo. UU No. 20 Tahun 2001) terutama dalam pasal 3.
“Sudah jelas kami uraikan dalam pelaporan kami bahwa kesewenang-wenangan adalah tindak pidana korupsi yang harus diberantas dan pelakunya mesti dihukum sesuai aturan yang berlaku.” Tuturnya.
KPBM Sulsel secara tegas mendesak Kejati Sulsel untuk segera melakukan penyelidikan dan penyidikan secara profesional, independen, dan transparan. Terhadap pihak yang diduga terlibat dalam insiden ini.
“Kami menduga ada konspirasi setan dalam penanganan perkara ini. Olehnya itu kami tegaskan kepada Aparat Penegak Hukum agar tidak menerima lobi-lobi politik. Tetap berpegang teguh pada prinsip dan supremasi hukum” Tegasnya.
